You will need a NTSC-J (Japanese) copy of Biohazard: Outbreak File #1 in order to connect to the server. Biohazard: Outbreak File #2 also requires a NTSC-J copy as well.

I recently checked back in with the Outbreak Server Project and found that not only was File #2 open to the public, but that Biohazard Outbreak: File #1 was back online as well. As with File #2, you will need an NTSC-J (Japanese) copy in order to play on the new servers.
