Now I do not understand, I read it as you say one can both do it and not? What cheat devices is there? Some games have some items , weapons, quests and other things that could be only accessed online , but using cheat devices (most of them will be able to do this) you can access all of that offline...

Accessing the game online menu and others without a working server (or a part of it) is impossible. If the game has a content that is only available online you can unlock it using cheat devices.

The game ,of course, isn't very good , but it would be fun to play it online and there isn't much racing games currently online on PS2 ,so it worth it.

Netflix, it isn't the game actually,but it don't have DNAS check.

They planned to add network mode to this game ,but it was cancelled in the latest stages of development. The released updated version Auto Modellista U.S. Tuned later with online mode ,but it had DNAS check.
