The online servers for Timespiltters Future Perfect have been down for many years. The only way to play that game online is through LAN tunneling programs like Xlink Kai. Here is there website. Try reading the FAQs link at the top of their site in order to gain an understanding of how it works.

If you want to install it, you need the older version of the program 7.3.1.7 as the newer ones do not work with ps2. You can get that version here:

They are working on adding ps2 support into a new version of the program that should be releasing soon though.

?? Yes you need xlink to work. The servers are offline. Xlink is used through LAN MODE. Unless someone else in your house has a game up then no games will be shown. Xlink lets you connect to other people's local networks to play online together.
